Explication
NOTE
〜にとどまらず signifie not limited to (ne pas se limiter à) ou not only X, but also (non seulement X, mais aussi) — utilisé pour montrer que quelque chose s'étend au-delà d'une portée initiale.
被害は東京にとどまらず、全国に広がった。
Les dégâts ne se sont pas limités à Tokyo ; ils se sont étendus à tout le pays.
La seconde proposition décrit généralement une portée plus large ou plus grande que la première.
NOTE
C'est une expression formelle, courante dans les reportages, les essais et le japonais écrit plutôt que dans le langage familier.
NOTE
Avec les nouns (noms), attachez にとどまらず directement au nom (国内 → 国内にとどまらず).
