Explanation
NOTE
ようと思う means I think I will do something. It expresses a personal decision or intention that the speaker has just made or is considering.
NOTE
You form it by taking the volitional form of a verb and adding と思う. With と思っている, it means the speaker has already decided and holds that intention.
