The pattern のは〜です is used to reinforce or clarify a statement. It highlights a specific piece of information by placing it at the end of the sentence for emphasis.

NOTE

The のは nominalizes the verb clause, and です wraps up the emphasized information. Think of it as the one who... or what... is.... It draws attention to the key detail you want the listener to notice.
