Explanation
NOTE

える means it seems that ~ or it appears that ~. The speaker draws a conclusion from what they observe. It has a formal, somewhat literary tone.

NOTE

Attach える to the plain form of a sentence. It often appears in written Japanese or formal speech, and implies the speaker is making an objective assessment of the situation.
