Explanation
NOTE
The expression とされている means is considered or is regarded as. It uses the passive of する in the ている form to express a commonly accepted fact or belief.
NOTE
While similar to と考えられている, the pattern とされている sounds more objective and established — like stating a fact that most people agree on. It is very common in formal writing and news.
