Explanation
NOTE
AはBほど〜ない means A is not as ~ as B. It is used to say that A does not reach the level of B in some quality.
NOTE
Place the item being compared as the topic with は, then state the standard of comparison with ほど, followed by the negative form of the adjective or verb.

今日は昨日ほど暑くない。
Kyou wa kinou hodo atsuku nai.
Today is not as hot as yesterday.
この映画はあの映画ほど面白くない。
Kono eiga wa ano eiga hodo omoshiroku nai.

Oosaka wa Toukyou hodo ookiku nai.
