Explanation
NOTE

〜以上いじょう means more than or ~ and above. It sets a lower bound that is included — the stated number counts too.

NOTE

Attach 以上 after a number or noun. 十じゅう人にん以上いじょう means ten people or more. It can also mean now that ~ when used after a verb in plain past form.
