Explanation
NOTE
When attached to the plain form of a verb or sentence, らしい expresses hearsay — I heard that ~ or apparently ~. The speaker is reporting information from an external source.
NOTE
Unlike そうだ (hearsay), らしい also carries a nuance of the speaker's own judgment based on what they heard. It sounds slightly less direct.
STRUCTURE

Ashita wa ame ga furu rashii.
I heard it will rain tomorrow.
田中さんは来ないらしい。
Tanaka-san wa konai rashii.
Apparently, Tanaka is not coming.
