Explanation
NOTE
と言っていました is used to quote what someone said. It means someone said that ~ or someone was saying ~. The ていました form indicates the statement was made in the past.

The quoted content comes before と. Use the plain form for the quoted part. This is direct reporting — you are relaying someone's actual words.
