すくなくない

Explanation
NOTE

少すくなくない literally means not few — a litotes that expresses quite a few or a good number. It understates by negating the opposite.

NOTE

This double-step logic (not + few = many) sounds more reserved and objective than saying 多おおい directly. It is common in formal writing and news.
