Explanation
NOTE
〜一方で means on the other hand or at the same time — it presents a contrasting or simultaneous aspect of the same situation.
物価が上がっている一方で、給料は変わらない。
While prices are rising, on the other hand salaries have not changed.
Used here to contrast two opposing situations happening at the same time.
NOTE
Use 一方で after a plain-form verb or の一方で after a noun to present contrasting information.
