Explanation
NOTE
〜をもとに means based on or using as a source — something is created or developed using X as its raw material or starting point.
実話をもとに映画が作られた。
A film was made based on a true story.
Used here to indicate that a true story served as the foundation or source material for the film.
NOTE
をもとに often pairs with 作る、書く、作成する. When modifying a noun, use をもとにした — e.g., 実話をもとにした映画。
