Explanation
NOTE
〜にしても means even if or even when — it grants condition X and says the conclusion still holds.
行くにしても、準備が必要だ。
Even if you go, preparation is necessary.
Used here to concede a point (going) while emphasizing that an action (preparing) is still required regardless.
NOTE
Unlike 〜としても, 〜にしても can apply to real situations too. 〜にしても〜にしても means "whether X or Y, in either case...".
