NOTE
〜ということだ has two main uses: It means that ~ (paraphrasing) and I heard that ~ (hearsay).
彼が来ないということだ。
It means he is not coming.
Used here to explain or define the meaning or logical conclusion of a situation.
NOTE
Both uses follow the plain form of verbs, adjectives, or nouns. More formal than って for hearsay.
会議は中止になったということだ。
I heard that the meeting was cancelled.
Used here to report information or rumors heard from others.
