NOTE
〜ことになっている expresses that something is scheduled, arranged, or is an established rule.
明日、会議があることになっている。
There is a meeting scheduled for tomorrow.
An external schedule has been arranged.
NOTE
The arrangement comes from outside — a schedule, rules, or social expectations, not the speaker's own choice.
この部屋では靴を脱ぐことになっている。
