NOTE
〜きる ② means to do something with full confidence or decisiveness — to commit completely or act with certainty.
彼は無実だと言いきった。
He stated definitively that he was innocent.
When used with verbs of communication, this grammar indicates stating something clearly and without doubt.
NOTE
Common examples: 言いきる (state definitively), 断りきる (firmly decline), 信じきる (believe completely).
