Explanation
NOTE
第一 is an adverb meaning first of all, to begin with, or for one thing. It introduces the primary reason or the most fundamental objection.
第一、時間がない。
First of all, there is no time.
Used at the beginning of a sentence to list the most important or primary reason for a situation.
NOTE
第一 can carry the nuance of above all else — emphasizing the most important point in an argument. Common in both spoken and written Japanese when giving reasons.
行きたくない。第一、お金もない。
I don't want to go. For one thing, I don't have money either.
When used after a statement, it introduces a major reason that supports the speaker's negative opinion or conclusion.
