Explanation
NOTE

〜ばかりでなく means not only ... but also — it adds something on top of X that might be unexpected or additional. Slightly more formal than だけでなく.

彼かれは賢かしこいばかりでなく、親切しんせつでもある。
Not only is he smart, but he is also kind.
Used to connect two qualities or facts, adding information to the first one.
NOTE

X can be a noun, verb, or adjective. The part after ばかりでなく introduces what is also true.
