NOTE

〜に決まっている expresses strong personal conviction — "it's definitely" or "it must be". Often carries a tone of "of course" or "obviously".

彼かれが嘘うそをついているに決まっている。
He's definitely lying.
Used here with a verb in the progressive form to express a strong personal conviction about an ongoing action.
NOTE

More emphatic and subjective than 〜はずだ (expectation-based). It reflects the speaker's personal certainty, not just logical reasoning.
