NOTE

〜にくわえて means in addition to or on top of — used to add another element to something already mentioned.

あめくわえてかぜつよくなってきた。
In addition to the rain, the wind has also gotten stronger.
Often paired with も in the second clause to emphasize the addition.

This expression is somewhat formal and frequently appears in written language, news, and business contexts.

NOTE

It attaches directly to a noun. A shorter variant 〜にくわ (without えて) is even more formal and common in writing.
