Explanation
NOTE
〜にともなって・〜にともない express that along with X happening, Y also happens or changes simultaneously.
人口の増加にともなって、住宅が不足してきた。
Along with the increase in population, housing has become scarce.
This grammar expresses that one change happens as a result of or simultaneously with another change.
NOTE
〜にともない is the more formal written variant. Both attach to the dictionary form of a verb or a noun directly.
