Explanation
NOTE

〜ながらも means even while or although — A is true, but unexpectedly B is also true. The two facts coexist in a surprising way.

小ちいさいながらも、立派りっぱな家いえだ。
Even though it is small, it is a splendid house.
Used here with an adjective to express a concession: despite being small, it has a positive quality.
NOTE

Unlike のに, ながらも acknowledges the contradiction without blame.
