Explanation
NOTE

〜とは限らない means not necessarily or not always the case. It pushes back against an assumption.

高たかいものが良よいとは限らない。
Expensive things are not necessarily good.
Used here to express that a high price does not guarantee high quality.
NOTE

Often used to challenge something that seems obvious: "just because X doesn't mean it's always true".
