〜とは and 〜というのは are used to define or explain what a word or concept means. They introduce the topic and are followed by a definition.

「侘わび寂さび」とは、不完全ふかんぜんの美びを表あらわす日本にほんの概念がいねんだ。
"Wabi-sabi" is a Japanese concept expressing the beauty of imperfection.
Used here to define a specific term or concept.
NOTE

とは is more formal, often used in written or academic contexts. というのは is slightly more conversational and can also explain why something is the case.

彼かれが来こないというのは、病気びょうきだということだ。
The fact that he is not coming means he is sick.
Used to explain the meaning or reason behind a statement or situation.
