Explanation
NOTE
〜としても means even if we assume / even granting that — the speaker concedes X hypothetically but the conclusion doesn't change.
彼が来るとしても、問題は解決しない。
Even if we assume he comes, the problem won't be solved.
Used here to hypothesize a situation (his arrival) while showing that it wouldn't change the outcome.
NOTE
More formal and hypothetical than 〜ても. It implies a concession — granting X for the sake of argument.
