NOTE

〜ということは、〜ということだ draws a logical implication: if A is true, then B follows.

彼かれが来こないということは、何なにか問題もんだいがあるということだ。
The fact that he isn't coming means there's some kind of problem.
This grammar is used to draw a logical conclusion or interpret the meaning of a situation.
NOTE

ということは introduces a known fact; ということだ states the logical conclusion. Common in spoken and written Japanese.

試験しけんに合格ごうかくしたということは、努力どりょくが報むくわれたということだ。
Shiken ni goukaku shita to iu koto wa, doryoku ga mukuwareta to iu koto da.
The fact that you passed the exam means your efforts paid off.
彼女かのじょが連絡れんらくしないということは、怒おこっているということだ。
Kanojo ga renraku shinai to iu koto wa, okotte iru to iu koto da.
The fact that she doesn't contact me means she is angry.
店みせが閉しまっているということは、今日きょうは定休日ていきゅうびということだ。
Mise ga shimatte iru to iu koto wa, kyou wa teikyuubi to iu koto da.
The fact that the shop is closed means today is a regular holiday.
