Explanation
NOTE
〜ても〜なくても means whether X or not. It expresses that a result holds regardless of whether the action occurs.
雨が降っても降らなくても、行く。
Whether it rains or not, I'll go.
This structure is used to show that a situation remains the same regardless of whether an action happens or not.
NOTE
The structure pairs a て-form with a なくても form of the same verb. Either way, the outcome is the same.
来ても来なくても、結果は同じだ。
Whether you come or not, the result is the same.
Use this pattern to emphasize that the outcome is independent of the subject's choice or action.
