Explanation
NOTE
〜かと言うと means if you ask whether/why or well, as for that. It introduces an explanation or qualification in response to an implied or stated question.
A very common form is なぜかと言うと — meaning if you ask why — used to explain a reason.
なぜ辞めたかと言うと、体の具合が悪かったからだ。
If you ask why I quit, it's because my health was poor.
This structure is used to introduce the reason for something or to clarify a point after a question.

Naze okureta ka to iu to, densha ga okureta kara da.
If you ask why I was late, it's because the train was delayed.
嫌いだかと言うと、そうでもない。
Kirai da ka to iu to, sō demo nai.
If you ask whether I dislike it, that's not quite it either.
なぜ断ったかと言うと、時間がなかったからだ。
Naze kotowatta ka to iu to, jikan ga nakatta kara da.
If you ask why I refused, it's because I had no time.
