NOTE

〜を踏まえて means based on or considering — an action is taken with something firmly in mind.

結果けっかを踏ふまえて、計画けいかくを立たてます。
I will make a plan based on the results.
NOTE

It is formal and common in business or reports. The thing considered is a basis for the next action.

意見いけんを踏ふまえて、方針ほうしんを決きめた。
We decided the policy considering the opinions.
踏まえて means the noun was carefully taken into account, not merely mentioned.
NOTE

Attach を踏まえて directly to a noun — usually facts, data, results, or opinions.
