NOTE
〜をめぐって means concerning or surrounding — a topic of debate, dispute, or controversy.
新しい法律をめぐって議論が続いている。
The debate concerning the new law continues.
Used when an issue sparks active discussion or opposing views.
NOTE
Unlike neutral について, this marks an issue people disagree on — 議論, 賛否, or 論争.
その事件をめぐって意見が分かれた。
Opinions were divided over that incident.
Common with 議論, 賛否, 対立, 争い — words involving conflict.
NOTE
Attaches to nouns only. The variant 〜をめぐる is used to modify a following noun.
