Explanation
NOTE

〜に関かかわらず means regardless of — the result holds no matter the condition.

年齢ねんれいに関かかわらず、誰だれでも参加さんかできる。
Regardless of age, anyone can participate.
Often used with nouns naming a category (age, gender, weather, experience).
NOTE

Common in formal writing and announcements. 関わらず is the kanji form of かかわらず.

NOTE

With nouns, attach directly: 性別せいべつ → 性別せいべつに関わらず.

天気てんきに関かかわらず、試合しあいは行おこなわれる。
Tenki ni kakawarazu, shiai wa okonawareru.
Regardless of the weather, the match will be held.
経験けいけんに関かかわらず、応募おうぼできます。

Regardless of experience, you can apply.
国籍こくせきに関かかわらず、歓迎かんげいします。
Kokuseki ni kakawarazu, kangei shimasu.

NOTE

Often follows a noun pair of opposites like 男女だんじょ (men/women) or 晴雨せいう (rain/shine).

男女だんじょに関かかわらず、採用さいようします。
Regardless of gender, we will hire.
Opposing-pair nouns are very common with this grammar.
NOTE

With verbs, use a positive/negative pair: 行いく行いかないに関わらず.

With i-adjectives, use a pair of opposites: 暑あつい寒さむいに関わらず.
