Explanation
NOTE

〜にとどまらず means not limited to or not only X, but also — used to show that something extends beyond an initial scope.

被害ひがいは東京とうきょうにとどまらず、全国ぜんこくに広ひろがった。

The second clause typically describes a broader or larger scope than the first.

It is a formal expression, common in news reports, essays, and written Japanese rather than casual speech.

With nouns, attach にとどまらず directly to the plain noun (国内 → 国内にとどまらず).
