Explanation
NOTE
〜にしろ, 〜にせよ, and 〜にしても all mean even if or regardless of — a concessive marker.
忙しいにしろ、連絡くらいはしてほしい。
Even if you're busy, I'd like at least a message.
Often used when accepting a reason but still expressing dissatisfaction.
NOTE
The three variants are interchangeable. にせよ sounds most formal/written, にしても most neutral.
NOTE
Attaches to the plain form of verbs, i-adjectives, na-adjectives (+ である), and nouns (+ である optional).
NOTE
Often paired with どちらに〜 or two contrasting options to mean whether A or B.
行くにせよ行かないにせよ、早く決めて。
Whether you go or not, decide quickly.
Repeating the structure with opposites gives a *whether A or B* meaning.

Kodomo no itazura ni shiro, yurusenai.
Even if it's a child's prank, I can't forgive it.
冗談で言ったにしろ、ひどすぎる。
Joudan de itta ni shiro, hidosugiru.
Even if you said it as a joke, it's too harsh.
理由があるにしろ、遅刻はよくない。
Riyuu ga aru ni shiro, chikoku wa yokunai.
Even if there's a reason, being late is not good.
NOTE
〜にせよ is the most formal variant — common in writing, speeches, and news.

Kekka ga dou de aru ni seyo, doryoku wa muda de wa nai.
Whatever the result may be, the effort is not wasted.
賛成するにせよ反対するにせよ、理由が必要だ。
Sansei suru ni seyo hantai suru ni seyo, riyuu ga hitsuyou da.
Whether you agree or oppose, a reason is needed.
大変だったにせよ、言い訳にはならない。
Taihen datta ni seyo, iiwake ni wa naranai.
Even if it was tough, that's no excuse.
NOTE
〜にしても is the most neutral variant — fine in both speech and writing.
