Explanation
NOTE
〜にかかわらず means regardless of — the result is unaffected by the preceding condition.
年齢にかかわらず、誰でも参加できる。
Regardless of age, anyone can participate.
Common with nouns describing a range or category (age, gender, weather, etc.).
NOTE
Used in formal writing and announcements. Often follows a noun, especially one with a wide range.
NOTE
Can also follow paired opposites like 行く・行かない or 晴れ・雨 to mean whether or not.
STRUCTURE

にかかわらず天候にかかわらず、イベントは行われます。
Tenkou ni kakawarazu, ibento wa okonawaremasu.
The event will be held regardless of the weather.
年齢にかかわらず、誰でも参加できます。
Nenrei ni kakawarazu, dare demo sanka dekimasu.
Regardless of age, anyone can participate.
国籍にかかわらず、歓迎します。
Kokuseki ni kakawarazu, kangei shimasu.
We welcome you regardless of nationality.
天気にかかわらず、試合は行われる。
Tenki ni kakawarazu, shiai wa okonawareru.

NOTE
With verbs, attach to the dictionary + negative pair (行くか行かない) to mean whether or not.

参加するかしないにかかわらず、返事が必要だ。
Sanka suru ka shinai ni kakawarazu, henji ga hitsuyou da.
Regardless of whether you participate or not, a reply is needed.
NOTE
With i-adjectives, pair the dictionary form with its negative (高いか高くない) before にかかわらず.
