Explanation
NOTE

〜と言いうより means rather than saying X — used to correct or refine a description.

彼かれは優やさしいと言いうより、甘あまい。
Rather than saying he's kind, he's too soft.
Used to replace a first description with a more accurate one.
NOTE

It is often paired with むしろ (rather) in the second clause: Xと言いうよりむしろ Y.

これは趣味しゅみと言いうよりむしろ仕事しごとだ。
Rather than saying this is a hobby, it's more like work.
むしろ emphasizes that Y is the more accurate description.
NOTE

Attach 〜と言いうより to the plain form of verbs, adjectives, or nouns.

NOTE

With i-adjectives and na-adjectives, attach 〜と言いうより directly to the plain form.

NOTE

With nouns, attach 〜と言いうより directly without だ.
