Explanation
NOTE
〜ところを is a polite, apologetic phrase meaning while you are (in the midst of) ~ — used to acknowledge the listener's situation before asking a favor or interrupting.
お忙しいところをすみません。
I'm sorry to bother you while you are busy.
Set phrase used when interrupting someone busy. Very common in business.
NOTE
The second clause usually contains a request, apology, or thanks (e.g., すみません, ありがとうございます, お願いします).

Frequently appears as set phrases: お忙しいところを, お疲れのところを, お休みのところを.
