NOTE
〜ては成らない means must not or mustn't — expressing a strong prohibition or something that is forbidden.
ここで写真を撮っては成らない。

Often used for rules, laws, and moral imperatives — stronger and more formal than 〜てはいけない.

NOTE
To form it, take a verb in its te-form and add は成らない (食べる → 食べては成らない).
STRUCTURE

You must not tell lies.
他人の物を盗んでは成らない。
Tanin no mono o nusunde wa naranai.
You must not steal other people's things.

NOTE
The negative 〜なくては成らない (must do) is the opposite counterpart — together they cover both forbidden and required actions.
規則を破っては成らない。
You must not break the rules.
Compared to 〜てはいけない, this form is stiffer and feels closer to a written rule or moral law.
