Explanation
NOTE
〜のやら〜のやら expresses uncertainty between two possibilities — whether X or Y, I'm not sure.
彼が来るのやら、来ないのやら、まだ分からない。
I still don't know whether he'll come or not.
Usually paired with わからない or 不明 to emphasize the speaker's uncertainty.
NOTE
The two clauses often present opposite options (do/not do, true/false), but can also be two unclear alternatives.
NOTE
Attach のやら to the plain form of each verb or adjective. The tone is reflective and slightly literary.
STRUCTURE

明日雨が降るのやら降らないのやら、よくわかりません。
Ashita ame ga furu no yara furanai no yara, yoku wakarimasen.
I don't know whether it will rain or not tomorrow.
この計画が成功するのやら失敗するのやら、心配でたまりません。
Kono keikaku ga seikou suru no yara shippai suru no yara, shinpai de tamarimasen.
I am terribly worried about whether this plan will succeed or fail.
彼が本心を言っているのやら嘘を言っているのやら、判断できません。
Kare ga honshin o itte iru no yara uso o itte iru no yara, handan dekimasen.
I cannot judge whether he is telling the truth or lying.
息子が勉強しているのやら、遊んでいるのやら、さっぱり分からない。
Musuko ga benkyou shite iru no yara, asonde iru no yara, sappari wakaranai.
I have no idea whether my son is studying or playing.
彼の話は本当なのやら、嘘なのやら、判断できない。
Kare no hanashi wa hontou na no yara, uso na no yara, handan dekinai.
I can't tell whether his story is true or a lie.
この計画がうまくいくのやら、失敗するのやら、まだ不明だ。
Kono keikaku ga umaku iku no yara, shippai suru no yara, mada fumei da.
It's still unclear whether this plan will succeed or fail.
