Explanation
NOTE
〜に他ならない means is nothing other than or is precisely — a strong assertion identifying something as one exclusive cause or identity.
平和とは互いの理解に他ならない。
Peace is nothing other than mutual understanding.
Kanji variant of にほかならない — same meaning, but with 他 written in kanji it feels even more literary and formal.
NOTE
It is literary and formal, commonly seen in editorials, essays, speeches, and academic writing rather than casual conversation.
NOTE
With nouns, attach に他ならない directly to the dictionary form (努力 → 努力に他ならない).
