Explanation
NOTE
〜には〜が means it is true that ~ but — concedes a point, then adds a contrasting reservation.
読むには読んだが、意味が分からなかった。
It is true that I read it, but I didn't understand the meaning.
The same verb is repeated: first in dictionary form before には, then in past form before が.
NOTE
The same word is repeated on both sides — first before には, then before が — admitting the fact partially.
NOTE
With verbs, use dictionary form + には + past form + が (食べる → 食べるには食べたが).
STRUCTURE
V辞にはVたが
食べるには食べたが、おいしくなかった。
Taberu ni wa tabeta ga, oishikunakatta.
It is true that I ate it, but it wasn't tasty.
行くには行ったが、誰もいなかった。
Iku ni wa itta ga, dare mo inakatta.
It is true that I went, but no one was there.
会うには会ったが、話せなかった。
Au ni wa atta ga, hanasenakatta.
It is true that I met him, but I couldn't talk.
NOTE
With i-adjectives, repeat using dictionary form + には + past form + が (高い → 高いには高かったが).

高いには高かったが、買った。
Takai ni wa takakatta ga, katta.
It is true that it was expensive, but I bought it.
寒いには寒かったが、耐えられた。
Samui ni wa samukatta ga, taerareta.
It is true that it was cold, but I could endure it.
おいしいにはおいしかったが、少なかった。
Oishii ni wa oishikatta ga, sukunakatta.
It is true that it was tasty, but there wasn't much.
