Explanation
NOTE
〜にあたって means on the occasion of or at the time of — a formal expression for important events.
開会にあたって、一言挨拶を申し上げます。
On the occasion of the opening, I'd like to say a few words.
Used for significant undertakings like ceremonies, beginnings, or major events.
NOTE
It marks a special moment — beginnings like 開始, 入学, 卒業, 出発, or 結婚.
NOTE
Attach にあたって directly to a noun (入学 → 入学にあたって). Common in speeches and writing.
