Explanation
NOTE

〜つつある means in the process of — an action or change is steadily moving toward completion.

景気けいきは少すこしずつ回復かいふくしつつある。
The economy is gradually in the process of recovering.
NOTE

It is formal and written. It often describes a gradual trend or change, not a quick momentary action.

地球ちきゅうの気温きおんは上あがりつつある。
The Earth's temperature is in the process of rising.
つつある often describes long-term changes such as social or environmental trends.
NOTE

Attach つつある to the verb stem — the ます form without ます. For example, 変わり becomes 変わりつつある.
