Explanation
NOTE
しかしながら means however or nevertheless — a formal, written conjunction used at the start of a sentence.
計画は順調だ。しかしながら、予算が足りない。
The plan is going smoothly. However, the budget is insufficient.
Used to introduce a contrasting fact or qualification to the previous statement.
NOTE
It is a more formal variant of しかし. Common in essays, business writing, and speeches — rare in casual speech.
NOTE
Place しかしながら at the start of a new sentence, usually followed by a comma, then state the contrasting point.

しかしながら ...
努力は認める。しかしながら、結果が伴っていない。
Doryoku wa mitomeru. Shikashinagara, kekka ga tomonatte inai.
I recognize the effort. However, the results are not following.
