NOTE
〜から見ると means from the point of view of — looking at something through a specific lens.
外国人から見ると、日本の習慣は不思議だ。
From the point of view of a foreigner, Japanese customs are strange.
The speaker adopts the foreigner's perspective to describe how things look.
NOTE
It attaches to a noun — usually a person, group, or role whose viewpoint is being borrowed.
NOTE
It can also mean judging from when attached to evidence like data, results, or appearance.
この結果から見ると、計画は成功だ。
Judging from these results, the plan is a success.
Here the noun is concrete evidence, not a person — the conclusion follows from the data.
