Explanation
NOTE
〜かねる means cannot do or be unable to do — a polite, formal way to refuse or express difficulty doing something.
その件については、お答えしかねます。
Regarding that matter, I cannot answer.
Commonly used in business and customer service to refuse politely.
NOTE
Although it looks affirmative, 〜かねる carries a negative meaning — cannot V due to difficulty, circumstance, or position. It is never used for simple physical impossibility (use 〜られない for that).
NOTE
Attach 〜かねる to the verb-ます stem (drop ます): 答えます → 答えかねる, 分かります → 分かりかねる.
STRUCTURE

Sono teian ni wa sansei shikanemasu.
I cannot agree to that proposal.
お客様のご要望にはお応えしかねます。
Okyakusama no goyoubou ni wa ookotae shikanemasu.
We cannot meet the customer's request.
一人では決めかねる問題です。
Hitori de wa kimekaneru mondai desu.
It's a problem I cannot decide alone.
その件については、私だけでは決めかねます。
Sono ken ni tsuite wa, watashi dake de wa kimekanemasu.
Regarding that matter, I cannot decide on my own.
非常に残念ですが、ご希望には応えかねます。
Hijō ni zannen desu ga, go-kibō ni wa kotaekanemasu.
It is very unfortunate, but I am unable to meet your request.
理由が不明なので、納得致しかねます。
Riyū ga fumei na node, nattoku itashikanemasu.
Since the reason is unclear, I cannot accept/understand this.
