〜か〜ないかのうちに
just as
right after
Explanation
NOTE

〜か〜ないかのうちに means almost the instant X happens, or barely had X occurred when Y — two events occurring near-simultaneously.

いえるかないかのうちにあめした。
The instant I left the house, it started to rain.
The two events feel as if they happened at the very same moment.
NOTE

Both verb slots use the same verb: first in dictionary form, then in negative ない form. The second clause describes what happened right at that moment.

NOTE

The second clause is almost always in the past tense, since both events have already happened. It often describes a sudden or unexpected event.
