Explanation
NOTE

〜をもって means effective from / at — it marks the exact time something starts or ends.

本日ほんじつをもってセールは終了しゅうりょうします。
The sale ends effective today.
NOTE

It is formal and used in announcements. It often appears with words like 終了 (end) or 開始 (start).

来月らいげつ末まつをもって店みせを閉とじます。
The shop will close effective the end of next month.
をもって sets the precise date or moment when a change takes effect.
NOTE

Attach をもって directly to a noun of time, such as 本日, 3時, or 今月末.
