NOTE
〜をもって means by means of / with — it marks the method, tool, or quality used to do something.
結果は書面をもってお知らせします。
We will inform you of the results by means of a written document.
NOTE
It is formal and used in writing, speeches, and announcements. It often expresses doing something with effort, sincerity, or skill.
彼は誠意をもって謝罪した。
He apologized with sincerity.
With abstract nouns like 誠意 (sincerity), をもって means 'with that quality'.

Attach をもって directly to a noun — the means, tool, or quality used.
