NOTE
〜には当たらない means no need to or not worth it to — a certain reaction is not warranted.
その程度のミスなら、驚くには当たらない。
For a mistake that small, there is no need to be surprised.
NOTE
It is used to calm an emotional reaction, saying the situation does not deserve such a strong response.
誰でも失敗するのだから、非難するには当たらない。
Anyone can fail, so it is not worth blaming them.
It often pairs with emotion verbs like 驚く (be surprised) or 非難する (blame).
NOTE
It is formal and written. Attach には当たらない to a verb in dictionary form.
