Explanation
NOTE
〜なしに（は）means without — without the first thing, the second action does not happen.
許可なしに入ってはいけない。
You must not enter without permission.
NOTE
It is formal. With は added, it stresses that the second thing is impossible without the first.
準備なしには、いい結果は出せない。
Without preparation, you cannot produce a good result.
Adding は after なしに strengthens the sense that the result is impossible.
NOTE
Attach なしに（は） directly to a noun. The は is optional and adds emphasis.
